Unsigned proclamation by Oregon's Governor Victor Atiyeh, that would have established martial law in Jefferson and Wasco counties in response to the Rajneesh crisis near Antelope, Oregon. Atiyeh never signed this proclamation, but he kept a copy with him at all times in case there was a sudden need for state intervention.
